A developer has proposed another affordable housing option for seniors in Northbrook.
The village board recently reviewed a proposal for a four-story, 78-unit independent senior living rental building at 300 Pointe Drive.
The project is being developed by the Housing Opportunity Development Corporation. It would be in addition to two other senior housing buildings already underway in Northbrook.
The Lodge of Northbrook, an independent retirement community, has been under construction for about four months at 1400 Techny Road. The village also recently approved the North Shore Place, an assisted senior living community at 1000 Sunset Ridge Road, which is scheduled to start construction soon, said David Schoon, Northbrook's economic development coordinator.
But those two complexes will have units priced at market rate. The project at 300 Pointe Drive is planned to be designated as affordable housing, Schoon said.
Tentatively named Northbrook Pointe Senior Residences, the complex would be an addition to the town's one other affordable senior housing option — village-owned Crestwood Place, 1000 Waukegan Road, Schoon said.
In order for senior residents to qualify for an apartment, they must be able to live independently and be on a fixed income of less than about $36,000 per year. Proposed renting price for one-bedroom units is about $400 to $700 per month and for two-bedroom units is $500 to $800 per month.
The building would be constructed on a 3.1-acre site and would consist of one- to two-bedroom apartments, which would add up to a total gross floor area of about 72,800 square feet, according to village documents.
The proposed project would also include on-site management, meeting spaces, and laundry and exercising rooms, in addition to a suggested 80 parking spaces.
Richard Koenig, executive director of the Housing Opportunity Development Corporation, said his company has been eyeing the site for about a month.
"It's still very early on in the process," Koening said. "We're now looking into seeing if it's an option or not. We're always trying to consider different locations."
Northbrook-based Housing Opportunity Development Corporation has been working on expanding affordable housing options in the north suburbs for 30 years and in that time has established about 18 different apartment complexes.
The organization has gauged the area through studies to reveal a need for affordable independent senior living rental units, he said.
"There is a strong demand," Koenig said, adding that the company currently has between 150 to 200 people wait listed for affordable housing.
But because of complex financing, which involves a combination of government grants, low interest loans and others, the space for affordable living usually takes several years to complete, Koenig said.
The project is expected to go before the Northbrook Plan Commission within the next one or two months, Koenig said.
The site has previously been considered for development.
"There have been other ideas kicked around" but they never came to fruition, Schoon said.
In 2008, an assisted senior living building was proposed for the site but did not move forward.
At a recent Village Board meeting, some trustees raised concerns with the distance between the proposed building and the nearest fire department station as well as the number of the suggested parking spaces.
Village President Sandra Frum said she wants to make sure the seniors who would be living in the proposed complex stay independent, adding that the proposed building must be able to get all village services in timely manner.
"It'd be great to have affordable housing," Frum said. "We've got an aging population. There is a need for all types, independent and assistant housing."
